The building has three above-ground storeys and one underground storey. The building is located with its front elevation to the designed public open space, in accordance with the local plan.

Great care was also taken to ensure that the design of the building blended in stylistically with the neighbouring post-factory architecture and urban planning with the emerging new housing estates.

The main idea during the design was to obtain a friendly, functional building, the building was designed in an "L" shape.
The House of Culture is a meeting place for the inhabitants of the Ursus district to promote culture in its broadest sense.
The main core of the building are the two auditoriums and they determine the shape of the building.
The first and second floors of the building are linked to the Multi-Purpose Auditorium and the Studio Cinema Hall, lobbies and a café and picture gallery.

The Performance Hall is designed for 500 spectators. The Performance Hall will be primarily musical, with various concerts taking place.

The second auditorium of the Studio Cinema is designed for an audience of 150; in addition to cinema screenings, smaller events for children will be held here.

The other functions of the House of Culture are designed on the second and third floors: a music complex on the second floor, an art and theatre complex on the third floor.

The underground floor is occupied by a garage and technical rooms.

The building has a fifth elevation - flat roofs.

Above the multi-purpose hall and the stage (higher part of the roof), space is designed for photovoltaic devices.

A green roof is designed over the lower part of the building with the possibility of planting extensive vegetation and making a terrace for meetings organised by the DK with a stage.
